The Illinois Tollway’s Job Order Contracting (JOC) program streamlines facility repairs and construction projects across the system, enabling efficient delivery of high-volume work without the typical design-build-construct cycle. The JOC program encompasses on-call, as-needed, and task-order-based improvements for facilities and roadway-related projects throughout the Tollway system, supporting both routine maintenance and priority capital improvements.
Phase III Engineering and Program Management
DB Sterlin provided Phase III engineering and program management services to support implementation of the JOC Program. Responsibilities included managing the program budget, scheduling and attending joint scope meetings, reviewing contractor proposals against the Construction Task Catalog of the eGordian system, submitting JOC proposals to the Illinois Tollway for approval, and developing eGordian and JOC training for construction firms to ensure compliance with program requirements and policies.
Construction Contract Oversight
DB Sterlin also managed Construction Contract Services for JOC task orders, including preparation and submission of Authorization Memos for approval, distribution of Notices to Proceed (NTPs) to JOC contractors, posting NTPs to e-Builder, reviewing shop drawings, submitting weekly project schedules, and assembling and submitting contractor data to the Procurement and Diversity & Strategic Development Departments. These efforts ensured consistent oversight, quality control, and adherence to Tollway standards across all task orders.
