IL 137 at Bull Creek (S of Wadsworth Rd) – Lake County, Illinois – PTB 204 Item 7

DB Sterlin is providing full Construction Management services for the replacement of the existing box culvert on IL 137 at Bull Creek, ensuring safe, efficient, and compliant construction while minimizing impacts to traffic and the surrounding environment.

Engineering for Construction Oversight
DB Sterlin’s responsibilities include generating pay estimates, preparing authorizations, chairing progress meetings, reviewing submittals, responding to Requests for Information (RFIs), resolving field issues, and overall oversight of contractor activities for compliance with project plans and specifications. The team also monitors traffic control devices and detour routes, verifies contractor layout, inspects erosion and sediment control measures, and ensures approved materials are incorporated throughout the project.

Complex Culvert Replacement
The project replaces the existing double 8-foot by 10-foot box culvert (SN 049-0214) with a triple 12-foot by 12-foot culvert (SN 049-0700). Construction is performed in stages, including installation of a temporary cofferdam to isolate work areas from regulated wetlands and Waters of the U.S. Additional improvements include constructing a concrete sidewalk along the east side of IL 137, a hot-mix asphalt shared-use path on the west side, roadway lighting modifications, pavement reconstruction, new guardrail installation, and replacement of the City of Zion’s watermain, storm sewer, and drainage structures.

Through detailed construction management, site inspection, and quality assurance, DB Sterlin ensures that the culvert replacement and associated roadway improvements are completed safely, on schedule, and in compliance with all design and environmental standards. The project strengthens critical transportation infrastructure, improves pedestrian and cyclist access, and enhances the long-term safety and functionality of IL 137.
