I‑80 from IL 53 to Rowell Avenue – Will County, Illinois – PTB 203 Item 11

The I‑80 corridor from east of Gardner Street to just east of WCL Railroad/Rowell Avenue is undergoing a comprehensive reconstruction to improve safety, mobility, and long-term functionality along this key regional route. The project includes widening and reconstruction of westbound pavement, installation of closed median drainage and concrete median barriers, upgrades to lighting and signage, and modifications to interchange configurations at Richards Street to accommodate future mainline expansion.

Construction Oversight
DB Sterlin is providing full construction inspection services to ensure all work is performed in accordance with project plans and specifications. Responsibilities include oversight of contractor activities, verification that approved materials are incorporated, daily field documentation, quantity tracking, and submission of Inspector Daily Reports. The team also supports pay estimate preparation and monitors compliance with quality and safety standards throughout the project.

Bridge Reconstruction and Rehabilitation
The project includes replacement and widening of the bridges carrying I‑80 over Hickory Creek (S.N. 099‑0063) and WCL Railroad/Rowell Avenue (S.N. 099‑0067). The Hickory Creek bridge consists of three single-span reinforced concrete decks on composite W36 rolled steel beams, supported by pile bent abutments and multi-column concrete piers on spread footings. Work includes removal and replacement of the superstructure, concrete slopewalls, pier caps, and approach slabs.

The WCL Railroad/Rowell Avenue bridge is a nine-span structure composed of two continuous span units separated by a single span. Unit 1 includes a four-span continuous wide flange beam with a reinforced concrete deck, while Unit 2 consists of a four-span continuous plate girder with reinforced concrete deck. All existing superstructure and substructure elements are being removed and replaced to enhance durability and support future traffic demands.
