The Elgin O’Hare Western Access (EOWA) corridor is a multi-contract program designed to improve mobility, safety, and connectivity across one of the Chicago region’s busiest transportation networks. The corridor improvements support efficient travel for commuters and freight while coordinating construction across multiple active roadways and intersections.

Engineering for Construction Oversight
DB Sterlin provided Phase III engineering and surveying services to support Construction Corridor Management (CCM) and Owner’s Representative (OR) services, ensuring safe, efficient, and coordinated project delivery. Responsibilities included on-site inspection of contractor activities, verification of approved materials, documentation maintenance, pay estimate support, change order review, and geotechnical inspection and testing to confirm quality and compliance with design standards.

Coordinating Multi-Contract Corridor Projects
The EOWA project required comprehensive management across all Phase III contracts. DB Sterlin conducted constructability reviews, coordinated with industry partners, and oversaw contract packaging and construction timing. The team also assisted with construction claims review and resolution, helping ensure that all contracts progressed efficiently and met Illinois Tollway requirements.
