Elgin O’Hare Western Access: I‑390/I‑490 Interchange – I‑16‑4679R – DuPage County, Illinois

The I‑390/I‑490 Interchange project is a key component of the Illinois Tollway’s Elgin O’Hare Western Access (EOWA) program, designed to improve mobility, safety, and connectivity across one of the Chicago region’s busiest transportation corridors. This multi-contract project enhances traffic flow, supports future mainline widening, and provides efficient connections between I‑390, I‑490, and surrounding arterial roadways while maintaining safe operations for commuters and freight traffic.

Phase III Construction Engineering and Surveying
DB Sterlin provided Phase III engineering and surveying services for the interchange project, delivering construction engineering support to ensure all work was executed according to approved plans and specifications. Responsibilities included on-site inspection, verification of approved materials, preparation and maintenance of project documentation, quantity measurements, and traffic control monitoring. Survey support was provided to verify contractor layout and track volume-related quantities throughout the project.

Roadway, Ramp, and Interchange Improvements
The scope of work included reconstruction and widening of mainline pavement, ramps, and collector-distributor roads to improve traffic flow and operational reliability. Additional improvements encompassed shoulder reconstruction, retaining wall and noise barrier construction, grading, drainage improvements, storm sewer installation, pavement marking and signage, lighting, and Intelligent Transportation System (ITS) facilities. All incidental and collateral work necessary to complete the interchange improvements was also included.

Delivering Safe and Efficient Corridor Improvements
Through detailed construction engineering, surveying, and quality oversight, DB Sterlin helped ensure the I‑390/I‑490 interchange improvements were delivered safely, efficiently, and in compliance with Illinois Tollway design and construction standards.
